We recognize the Formosa Blockade as a Belligerent Blockade but so long as hostilities are confined to a particular locality and neutral ships are not interfered with on the High Seas, Her Majesty's Government will not aggravate the situation by issuing a proclamation of neutrality but will confine themselves to the strict enforcement of the Foreign Enlistment Act.
